Base criteria:

1. Must be a current Regular member of FACA.
2. Must have an effective training program for animal protection personnel.
3. Must have an effective public education program.
4. Must be actively involved in its community.
5. Must have an active spay/neuter program (clinic or rebate program).
6. Must have an effective cruelty investigation program or ordinance violation complaint program.
7. Must have an effective working relationship with other related organizations, i.e., health department, police/sheriff’s department, humane society, shelters, etc.
8. Must utilize the media as necessary or appropriate.
9. Must have plans designed to reduce euthanasia numbers and increase quality adoptions.
10. Must submit to an onsite inspection by a FACA Board member.
